Om te beginnen heeft in Addis Abeba een aantal pilotprojecten plaatsgevonden; later werd het programma opgeschaald naar een landelijk huisvestingsinitiatief. Tot op heden zijn er in Addis Abeba alleen al 240.000 woningen gebouwd. Het zijn vooral appartementen, die kleine, onbebouwde percelen in het bestaande stedelijk weefsel opvullen of de woningen op het terrein van de voormalige sloppenwijken vervangen. Maar een groot aantal van deze appartementenwijken ligt aan de rand van de stad, bijvoorbeeld de Mickey Leland Condominium Site.
